Unfortunately, Music Production is very hardware intense, and with the right amount of VSTs, you can bring any machine to its knees. But I am trying to recommend you a good machine.
RAM is the most important part. 2 GB should do the job nicely. If you have more to spend, invest it in even more RAM so you're set for the future.
CPU is also important. I think you should be fine with a dual core 4400+ processor. This is what a friend has as setup, and this can really handle immense loads of VSTs.
I wouldn't forget about a big harddisk either. You will get more and more Sample CDs/DVDs, and recently there have been a lot of sample based synths coming out on one or more DVDs. Spectrasonics Stylus is 8 GB, EWQL Symphonic Choirs as an extreme example something like 40GB. Depending on what amount of samples youre using and what else you want to store on your harddisk (games, mp3s, movies), dont save on the harddisk. I recommend 300-500GB to start with, you can still upgrade to more quite easily. Also keep in mind to get a S-ATA disk, this gives you a major improvement in disk access speed.
