i would suggest looking in the paper and get some shite bike (like a 500 or so) for 3-400. you are a new rider and this will familiarize you with riding. then after riding for 6months go buy a 600 used off ebay or something.

bikes are sooo much fun. i was fixing to sell my car and get a bike a year ago but then i came to the realization....i need a car so i got a car instead. now im wanting to get a bike too.
Bikes are a lot of fun, i've got an 01' Honda CBR F4i. Even though we don't have many twisties here in Chicago but it's still fun to go for a ride thru downtown on a summer night.

for buying new: are there any models in the $2000-$3000 range that are worth a shit or would it be better to buy used?

u dont want to buy new if you have never owned one before. If you do and you drop it then its all messed up and you have wasted your money. I would buy used and after a while sell it and then buy new.
