I can't actually find an Intel Core Duo 2060, but i can find a 2050, so i'll assume it's that.
There is a big difference between the 2050 and the 5500. The 5500 is the entry line in the Core 2 Duo range, instead of the Core Duo range. The big difference here is the Core Duo is only 32bit, where as the Core 2 Duo is 64bit, so buying a 64bit processor will future proof it alot more as 32bit programs and operating systems are phased out, and 64bit become standard.
Apart from that, there isn't 'much' in it between them. They both have the same L2 cache, the only noticeable difference beyond the 64bit instruction is a higher FSB (raw speed), so it will be a little quicker.
When you say the other one has a better screen, whats the spec's of the two screens?
