That's the same track that used to play in the background in the beginning of the Viva show Club rotation.. Back in the day.. If im not mistaken..

This is a longshot but it sounds like Klubbheads

Hm, indeed it sounds very familiar. Could be Klubbheads.
Or... that bassline is very similar to:

Triple S - Whoomp! (There It Is...)
and
2 Eivissa - Oh La La La

Maybe it's a remix of one of them?

It's hard to tell because the sample is short and that kind of sound was very popular in the 90s.
