Not until 2008. You can travel by land or sea from the USA into Canada just fine without a passport. If you are flying internationally though, you need a passport.

You also need a car to drive to the States, people are failing to mention that in the thread.
Until they deploy WHTI, you should be able to cross the border with a birth certificate and Photo ID (Driver's Licence / Military ID, etc).
