You just know there's going to be a discussion in Toronto about panhandling again, following the murder on Queen Street (allegedly...but come on)at the hands of panhandlers. So the question here is not about whether it should be banned, but whether you give money out if asked.

It is a blight on this city and frankly does nothing to assist these people in solving the problems that have brought them to the street.

The city should outlaw it and enforce it.
