Right... I can't tell if that's true but there is one thing I do know. Vengeance samples are largely sampled from existing tracks. Some friends of mine found some of their 'booms'/'hallkicks' they used in their tracks. A specific combination of certain sounds and delays (some including those of synths way in the background) which just cannot coincidently be the same. 
On the other hand there are quite a lot of people (including established names) regularly using the Vengeance sample cd's. Think Cosmic Gate indeed, or Chris Lake, etc etc.
This above text actually clarifies why the samples (imo) lack dynamics and sound a bit flat in a mix when used as they come from the box. A decent sample pack should contain samples as dynamic as possible.
And the flight 643 stab is from a virus as far as I can remember, the patch (not sure, but I am 100% sure about some urban train patches) is available in some preset pack named after tiesto. I highly doubt he took the sound from the vengeance sample cd . Also consider that the first VEC sample cd came out long after Flight 643 - about 2 years.
