The Falls at night are beautiful, they have huge sodium lights that shoot colours out at the water. If you go to the casino, the falls are a comfortable 10 minute walk (providing it's not -100 degrees) away. There's the Table Rock Cafe right beside the edge, which has access to tunnels leading to the falls as well, but I'm not sure if that's open in the winter. Just up the street from the casino is Clifton Hill, which is a collection of attractions, museums, bars, haunted houses, etc...worth going once.
My advice is to go in the afternoon and stay until dark. If you can get on an 'on and off' tour, check out the whirlpool and, if you have a lady friend, the butterfly conservatory is always a panty-dropper.
If it IS cold, beware the mist....oh god, beware the mist.
Down by table rock is Victoria Park, they occasionally have shows/displays there.
And there's always The Sundowners and Mints if 'ballet' is your thing.
I believe there is still an arcade promenade in the base of the Skylon tower...and there used to be a really great aquarium, which Toronto is sadly lacking.
The old power station is cool to look at, and there's an old barge run aground on Goat Island which is pretty neat.
I don't tink the Maid of the Mist runs in the winter...
