Look into La Paloma. It's a gated community. But if you want hotelish, there is the Rosarito Beach Hotel if it is in your budget.

We stayed at HOTEL DEL SOL. That day we lucked out and they hooked it up with the SUITE!!! That room was like an apartment and it was cheap! If you go during spring break, you need to book your rooms in advance no matter where you stay at. Also, a lot of hotels will only allow up to 4 people per room. And they mean it!!! They give you bracelets for each person that's staying, plus each person also has to leave a photo copy of their ID's. There's usually a fee for any additional people and there's a security guard checking for bracelets as you walk in. They do this to avoid having 20 people staying in one small room and to avoid trouble.

This is where we stayed at.

These are the major hotels in Rosarito.
