That blows.
Although, no one is to blame but themselves for staying there and experiencing mother nature's awful side a second time around. New Orleans is at and below sea level so to want to rebuild an entire area for it to happen again...was pointless. I had family in St. Bernard and the smartest thing they did was GTFO after Katrina..and not go back.
