Dreamhost is pretty good, I think you can get a hosting for 10$/year.

I looked at Dreamhost. Looks good, but the $10.95 monthly payment hosting, charges a $50 activation fee. Thanks but no thanks.

You'd be an idiot not to sign up with dreamhost today. It's their birthday or something, so if you sign up, you get unlimited disk space and bandwidth for the life of your hosting there. Also, it's only $5.95 a month.
