I'm looking for a cheap vocoder VST, but not freeware (unless it is well maintained). I can't justify forking out for Orange Vocoder or Virsyn Matrix, since I can get a hardware vocoder for cheaper.

Suggestions?

Sugar Bytes Robotronix maybe? Don't know what you mean by cheap and what your budget is. Robotronix is $99. Lot cheaper than for example Eiosis Vocoder.
