Yeah, has to be either the monitor or the video card. If you have another monitor in the house, try hooking it up to the PC that is having the problem. If it works, you'll instantly know the video card is the issue. If not, you'll know the monitor went bad. I have a lot of spare PC parts lying around here, so that's how I usually troubleshoot, process of elimination.
Sometimes corrosion will build up on cable connections, so you might need to clean them. I've never seen that make the connection go bad. Could happen though. Yep, try re-seating the video card, and check the cable connections, including the power supply to the monitor.
