Usually just (white ?) noise with a filter on it, may use lfo's to create a kind of "wobble" effect, im sure others can explain further - of they can be bothered.

Its a good one Theres tonnes on this on google. White noise + filter + effects etc = whooOOOOSSSHhhhhhhh

i use the es p for making white noise....turn down all the other ocst on the synth an push the white up all the way... plenty control over it then
