might just be me but how does this apply strictly to electronic music? |
It doesn't, technically.
The bill says that it's designed to "prohibit an individual from knowingly opening, maintaining, managing, controlling, renting, leasing, making available for use, or profiting from any place for the purpose of manufacturing, distributing, or using any controlled substance, and for other purpose."
RAVE stands for "Reducing Americans' Vulnerability to Ecstasy." And the prologue of the bill talks about "chill rooms" and the selling of glow sticks. So it does seem like they had a particular scene in mind when writing it. But I guess the authorities could use it to shut down any place that they thought might exist for the purpose of "using controlled substances."
