The two music styles, Trance and Hip Hop couldn't be further appart. They are so different, one is based on layering synths, filters and lots of atmospheric effects (Generally speaking) and the other is loop/groove based.
For the trance part I would definately NOT recomend buying a sampler.
If you are looking at creating trance and you want to go down the hardware route and not involve a computer then you are looking at buying quite a few components of equipment. Trance isn't samples and the person that gave you that advice doesn't understand the genre. Sure, trance can use a sample here and there i.e. drum samples or hihat loops or other percussive elements but you will not be able to achieve anything noteworthy with that. Not without atleast one fairly decent synth to go with it.
Any particular reason why you don't want to use a computer?
I might understand your reasons if you were talking about hardware synths vs VSTs i.e. the ol' analogue vs digital arguement, but for samples, they would be digital anyway and you would have a better work flow on a PC, not to mention way more options.
And given that PCs are a major part in the creation of trance music, you are going to have to bite the bullet at some point anyway as you would need to have a sequencer to hanlde the MIDI.
Not saying that hardware is bad but your initial investment for trance would be way more than if you just had a go with PC based stuff. Besides, a ton of stuff that gets released these days is some dude working on a PC.
With Hip Hop, well that's a different story, samples, fine, great results have been achieved and there is nothing wrong with that.
Bottom line, you can get the same results (Arguably) on a PC as you can with hardware, it will just cost you less to get there. All the principles are exactly the same when it comes to settings namely what all the buttons do on a VST vs a hardware synth.
And don't forget, trance uses a lot of effects so you would need modules for that too. They differe greatly in quality and price. Then you are also going to need to compress, again compressors can range from cheep as chips to items that you would have to sell your house in order to buy (I'm not kidding).
I'm not saying don't do it, but I would consider your options before taking this persons advice, as I said before, I don't think they know the genre very well.
