I am not 100% sure but laws of pilotage and other things related to portage and things like that vary from state to state.
Are you planning to sail this on the great lakes? Is this boat ocean going, or even close shore going?
The thing also is sailing up and down the Atlantic coast is very different the further you go. Waters down around the tip of Florida, in the Keys and stuff are dead calm for the most part and the draft of your boat can be very shallow, same as a lake going sail boat, but if you are sailing in the north you will want something with a deeper draft as waters can be much more choppy and unpredictable.
I would advise getting some training if you havent on how to sail in open ocean or rough water conditions before you try and go out to the US or something.
