It's basically the same as it's always been. You'll see people using drugs in "tourist" areas, although never overtly. It's really quite simple to figure out if it would be acceptable to go somewhere on drugs...if it wouldn't be appropriate for you to be drunk there, it also wouldn't be appropriate for you to be on drugs there. If you think your school wouldn't mind you being there drunk, then be all means, knock yourself out.
