The game is actually like 6 years old, should run fine on your computer.
Mind you this is not the actual game as its meant to be played. People use it as sort of a canvas to make these really realistic and detailed "models" of cities.

probably not, i doubt maxim will be behind it, i heard they gave over the game to some other developer. there is however Cities XL, check it out
