A terrorist threat was ruled out after investigators found no trace of explosive devices or other clues that could support the theory.
"The accident was due to a violation of instructions when launching fireworks," a spokesman for security team in charge of the probe said.
A government commission has been set up to tackle the tragedy, with two planes sent to transport people with serious burns to Moscow hospitals.

Terrible, similar thing happened within the last 2 years on a large scale maybe again in Russia, or somewhere like Ukraine? Governments need to do more to prevent it from happening again.
