Read both of those. Itunes has a podcast submission form, but you really don't need it. The first wiki page will explain how subscriptions and feeds work.
There aren't any legal matters on this. You won't get sued for playing tracks as long as you are talking dj mix. If you are talking about radio show format, then that's completely different. I suggest you do some research on radio broadcasting rights if that's the case.

If you have your own website, access feedburner throuogh Google and you can use it to link up to itunes. Let me know if you need any help. Its pretty easy once you get it set up.
