I believe you are talking about the Berman Bill. This is a really nasty bill that hopefully won't make it through congress. Basically, it gives *any* copyright holder the power to stop P2P by any means necessary. This includes hacking, DOS attacks, etc. I've heard that if you feel you were wrongly attacked, you can file a charge against them, which has to be investigated within 4 months. Of course, proving that you didn't have anything 'illegal' on your hard drive at the time of the attack might be a little tough. So, I ask you, do you think the average Joe who now has this power is going to check and make sure that their target is located in the United States? What a horrible, horrible idea....
