on the left of the big display in SD, the time is in seconds, in synthesize mode it takes your machine time to recalculate when you touch the value, this is normal behavior.

when I increase the time in seconds from 2.000s to 30.000s the volume of the reverb is slightly decrease

I haven't used Logic for years, but echo units are usually better equipped for continuous effects (100% feedback), so you could slap an echo after your reverb to keep it going.
You probably want to make sure the start of the crash sound doesn't repeat though, so maybe stick the echo on a send channel and stick a noise gate before it with a long attack? Then your sidechain compressor can go after the echo.

what you're trying to do is a freeze effect. there should be free reverb plugins in AU format that do that.
besides that, you have the decay paramater, then you have the envelopes. on the right side: volume for the volume env, filter, and diffusion.
you have to edit a little bit.
Surprising that you ask all those questions, it's in the manual!
