I normally don't ask for stuff like this but I remember first hearing it in Fatboy Slim's Rockefeller Skank and I still have no idea how it's done.

Sounds like that track was taken from a live set.

All that is, is just cutting your loops. Easy to achieve live or in the studio.

If you're doing it in the Ableton...
Make a loop in your timeline, copy it and every time you paste it just cut it in half. Get creative with it. You can also add tempo automation on your master channel to achieve that speed up effect.

If you're doing this live with CDJ's...
Make a loop.
- Press the LOOP OUT button.
- Slowly start dragging the side of the platter backwards to achieve this effect.
