I've always liked the Rise sample pack from Push Button Bang:

But, yes, you can make these pretty easily. Start with a detuned synth patch, automate pitch bend and possibly volume, and add other effects to taste (e.g., filter sweep, SC compression, reverb, delay, etc.).
