It really depends, I spent $500 in 2010 (I drove there from NY). I really planned it though, bought presales, shared a room with 3 ppl and didn't really drink at the festival (had booze in the room).
Last year I went all out and spent around $1200 (drove again) and shared a suite with 3 friends. Went to pretty much every afterparty and decided to get on the boat last minute, bought drinks for everyone, etc. I don't plan to spend that much this year though.
Detroit is really not as dicey as people think, never had a problem and the Detroiters I've come across in the past 2 years have been gracious hosts to the crazy ravers and very helpful. The downtown area is pretty safe and I've never felt threatened in any way. Further in midtown is a bit more sketchy, but nothing to freak out about, just use common sense. Be careful around Cass Ave though.
