Right to Remix?

When someone makes a remix, do they have to get permission from the record label or pay royalties or can any one remix a track and release it or whatever?

Really great trance music is best heard when you're lying on the floor, with arms outstretched, crucified beneath monstrous speakers. usually the label signs the producer/song and they choose who are going to remix the track.

from what I know its not being released (via cd or vinyl)... so I would see no problem as long as he was not making money off of it
