Oldskool trance (94-95), still not ID'd

This is old school. Dr Trance, a Toronto DJ, used to play it. I've asked him what it is and he has no idea

I remember it had a male voice saying, "Information... culture... make sure it doesn't slip away"

You have a web site with the mp3... I don't!

When you email him on discogs.com it's a web-based email. You can't attach files. So you need to give him the URL to the mp3.
