Its the Chinese, read below.... The plane was in neutral territory, so how can either country be blamed for anything... Its the Pilot of the Chinese plane who should get the blame if anyone.... Its an accident, too bad they have to make blame such a big issue.
Even some Chinese officials said that China has to get tough on the Americans since the people felt after the embassy bombing in serbia that China let the US off way too easy.. Its amazing but the people who are quite well brainwashed are out for blood because of this collision, thus the Chinese government were stubborn pricks in this latest "incident" to show the people of China that the Chinese government is not afraid to stand up to the US...
Its especially more obvious that this is the major reason because China asked for an apology.. They wanted to have the president of the US say Sorry so they could play this to all of the Chinese and say "Hey look the Americans said sorry because they are afraid/respect/fear us"
Who's at fault, well a fast moving plane colliding with a slower prop plane its pretty simple really. My brother who's a pilot said this isn't even a debate, the fact a faster plane slammed into a prop plane proves only one thing, the slower plane is not at fault, they had little warning to maneuver out of the way... Its pilot error by the Chinese pilot.
But this was just an oppertunity for China to flex its muscles to prove to its citizens that they don't let American push them around, and also to hopefully have the Americans being more cordial when Taiwan gets discussed next.. Thats probably another big reason, Taiwan and arms trade is a HUGE issue for the Chinese right now...
OK, sorry for the rant.... I try to avoid political discussions, but this one interests me
