If your going from 6,000 to 30 on the TA hub, odds are its not your line. The other person your getting a file from has to upload it to you... even if your downstream is 5 mb/s, if the other person is on a dialup you wont get faster than 3 kb/s.
Btw I reccomend you dont uncap your cable. Its not to hard to spot, just look for the person whoring extreme amounts of bandwidth on your local hub (not talking about the TA hub). Un capping is a quick way to get yourself booted.
If its still fluxing hard elsewhere (like games, loading webpages, downloading files from normally fast and stable servers), then your just getting a lot of load on your local hub. Switch to DSL
