Yeah, that's just the encoder, you need a front-end for it. Or you can just use it with Audacity.

So I got my fron-end (lamedropCPd), how can I add the encoder pack to it? just copy its folder or something like that?

Depends on the front-end, really. Some want it to be in a specific folder and others ask where the file is.
