There's a track from 1997 called "Berlin" on Area Code 070 by "The Regulators" (half of which is Remy Unger) but I don't suppose that came on the MTVs.

To be more precise, the track was kind of soft, not a techno track that would sound like Jeff Mills. Something between techno and trance.
It was at the time we could see many video clips on MTV, for example BBE - Seven days and one week, or Antiloop - In my mind.

Are You sure its title is "Berlin"?

The only other track I know from that period bearing that title is Berlin Inc. - Berlin, on Bonzai Jumps in 1995. But that isn't necessarily 'soft'.
