Detroit techno is unquestionably my favourite style of techno, but a great deal of the Detroit techno artists I like aren't actually from Detroit - people like Aril Brikha, Vince Watson, Chymera, Karim Sahraoui, Kirk DeGiorgio, etc. The Detroit sound is definitely classicist: it hasn't really gone anywhere new for about 20 years and has become a familiar library of comforting sonic tropes, but that doesn't make them any less satisfying.
Not sure why the question is in the past tense, though? Has there been a limited nuclear war in the last week that has wiped both cities off the map?
I'm not as knowledgeable as all the other fellas on here, but I'd say Detroit based on my listening experience. Even techno can have soul, and the stuff from the D has it.
If it's "smarter" you're looking for, you'd probably prefer Germans.

The amount of producers from Detroit is much lower, so I'll pick Germany purely due to the volume of good productions.
