I'd go for the Novation if I were you:
1) If you want the same polyphony on a CreamWare
card, be prepared to spend a lot of money.
2) Even if you have a CreamWare card that can
handle this polyphony, you still don't have the
hands-on control of the Novation.
3) The both sound different, but have to say that
both can sound fantastic. So here's no reason to
choose one above the other.
4) The Novation will keep it's value better then
the CreamWare card.
I own a Pulsar I myself, and I'm very happy with it,
although I hardly use it as a synth..., I use it more
as a routing hub, and as an external effect on my
DAW.
That's my "based" opinion, hope this helps you a bit!
