While the bill currently before the legislators of Congress literally spells out R.A.V.E. (Reducing Americas Vulnerability to Ecstacy), many charge that the act could affect the activities of nightclubs as well as large scale underground parties.
The R.A.V.E. Act, Senate Bill 2633, would make it illegal for anyone to knowingly permit or promote the usage of drugs or illegal controlled substances, or profit from such activity on their property. But what constitutes “knowing”? The bill’s stated purpose is to “prohibit any individual from knowingly opening, maintaining, controlling, renting, leasing, making available for use, or profiting from any place for the purpose of manufacturing, distributing, or using any controlled substance, and for other purposes.”
So while it’s supposed to be targeted at raves, it’s wording implies nightclubs as well, and any one associated with a party, whether aware of drug use or not., can be held responsible. The bill says that you don’t even have to directly profit from the sale of drugs in your establishment, or venue you work for, to be held accountable. If you are a nightclub owner or promoter, and the government suspects that you’re aware that people are selling or using drugs at your venue, they could hold you in violation.
According to the bill, “person(s) found in violation of the act will be subject to a civil penalty of not more than the greater of either $250,000, or two times the gross receipts, either known or estimated, that were derived from each violation that is attributable to the person.
The bill labels drugs like ecstacy, special K, Rohypnol and GHB as “club drugs” and associates the sale of “over priced” water bottles, pacifiers, glow sticks, nasal sprays and massage oils with drug use. And it also lists having a “chillout room” as being indicative of drug use at your party or venue. So, if you are, for example, charging four dollars for Poland Spring, selling glow sticks or providing an area in your club to sit and talk, you might fall under suspicion.
According to Susan Mainzer, CEO of Green Galactic, a production media company, the bill could conceivably be used against club owners just trying to run a business and hold them responsible for the actions of their patrons. “If their customers are caught with any drugs, the owner or promoter could be fined up to half a million dollars” she said. “The wording of the bill is so vague that basically anybody can be arrested for anything.”

yeah man, this things getting way outta fuckin hand. there was a thread about it a while ago i believe that allowed people to send responses to their cities or states representatives to oppose the passing of the bill...i could be confusing it with another website though

Any club stupid enough to sell some of that shit on their premises is just asking for trouble, IMO.

That's very true. That's why i say they need to target the drug dealers first, then work their way up the chain to the users. Work from the bottom up. This sucks major d*ck. Bleh

i dont understand why the people who do the drugs are the ones ruining the scene!!! they are out having fun doing something that only affects them and their body. ive seen worse from drunks and people who think they are cool because they dont take drugs.... wow clap clap your sooo strong willed... get over it!!!

You know.....wouldn't it be better for the American government to stop the REAL drug business?? By that I mean cocaine (in its "crack" form) and heroine, the biggest killers out there.

Oh wait, Congress gets its secret kickbacks from various cartels in South America and around the world....yeah, so they have to target the dance/rave scene instead.

I personally think it's an attempt to kill non-commercial music. Rap is ok though, with all its swearing and talk about bitches, cars, capping people with guns, more guns and cars, more guns, banging hoes and money money money cap yo' ass nigga. Anyway, my point is....the American government doesn't do anything about the negative effects of rap do they? No....why? Because it sells in the mainstream market. Trance, as part of the "rave scene" (what an outdated fucking term), is not mainstream and thus the government have no control.

Honestly, the American goverment are such FUCKS....no wonder everybody hates Americans. I suggest Mr. Hick Bush try to stop the real drugs from killing people. I don't know actual numbers, but for one person who dies using Ectsacy or Special K, there are a HELL of lot more poor buggers buying it from overdosing on crack or heroine.

I don't even do ANY drugs, not even weed these days, and I find this proposed bill simply fucking ridiculous.

I'm Canadian and this bill doesn't directly affect me but you never know....the Liberals could implement a similar Bill if Congress passes theirs. Holy fuck Congress......go bomb Iraq or something......just stay away from our TRANCE!!

Let me ask this...how the HELL can you tell me if someone is on drugs just because they're dancing around with flashy glow sticks and drinking bottles of water?????

I saw Armin in September at the Guvernment and his set started at 3 and went on until like 7 am. Maybe I drank 5 bottles of water in that time BECAUSE IT WAS HOT ON THE DANCE FLOOR!?!?!?

What brilliant people we humans elect to run our governments.

One who dances with glow sticks must be on drugs j/k, I think this law is plain stupid. Music has got nothing to do with drugs, and, even if it did, there's no way to fight drug use... people will always find a new way to get narcotics
