You can use programs like soundforge or cool edit.

bad idea... decompressing and then recompressing compressed data makes it sound like ass.. especially when its cross format.. youll have to encode at like 320KBPS to retain any sort of quality, or just dump it to raw .wav

i would decode the ra to wav and then use LAME to re-encode to mp3 but if you are lazy, you can use the built-in fraunhofer mp3 engine to do it directly.
