.net is one of microsoft's "amazing" ideas. the .net framework is not to be confused with the .net passport either.
the .net framework is a set of program routines that are used by some porgrams, you only need to install the .net framework if you use some programs which need these routines, the program you would be installing would tell you if it needed the .net framework
I cant see any harm in having the .net framework installed unless harddisk space was at a premuim
If you take a look in the users properties in the controll panel you should sort out the login display coming up when you boot up
