Yes there is a music video for this classic song (Ferry and Vincent at their very best). And of course if anybody would have it, it'd be me M2V format, 67Mb.
Basically involves a lot of people dressed in white walking around this white room (as if you couldn't guess that, as carte blanche is French for white chart). The room is full of these fluidy-like blobs which float around the room. Then they all start floating as though there was no gravity.

Literally translated it means that, but Carte Blanche is actually an expression meaning a blank slate, or when someone has complete creative control over something from the beginning, like a painter with a blank canvas.
