There are 121 members of the House of Representative who are women or minority. Out of a total of 435 members that constitutes a little over 27% of congress. So to correct your statistic, only 73% are white and males . When looking into the population according to the 2000 census, whites constitute 75.1% of the population so maybe congress isn't as underrepresented as most think. Actually the most underrepresented group in congress is oddly enough asian-americans.
