First, its a speedometer.
Second if you want to know the max speed of a car i would look it up off of the manufactures website. i know that my car actually goes faster that the max on the speedometer

My car's speedometer goes to 160,
In reality, It's all out of ideas at around 130, I never normally push that high anyway.

I hope I'm not getting too technical here but look...
Technically a car doesn't have any maximum speed. I mean, you're just accelerating when you hit the pedal - it's the air resistance that stops you from getting up to warp speed. The "max speed" is just when the air resistance balances out the force of your motor - however, like somebody else said, this speed would change if you were on an incline for example.
If you could drive at 200 kph on a flat road, it might redline at 150 kph going uphill 45° or 250 kph going downhill 45° (if you could keep the wheels on the ground!). If there are high winds coming at you then it'll lower the max, and if the wind is blowing in the same direction you're driving, it'll raise the max. Also, you'll be able to go faster if it's just you in the car compared to 4 passengers, etc. etc. I could go on.
Bottom line is, the speedometer tells you nothing, and even the specs in the manual are only a rough estimate. You want to see how fast it can go, clear everything out of the car including stereo, speakers, seats, carpets, window glass, etc. and floor it down an alpine skiing slope in the summertime.
