Alot of programs can do this, try sound forge or even plugins for winamp which u can get on their website.

Acid Pro lets you sequence mp3 files. Its good for remixing cos it makes all the BPMs of the tracks the same. But if you want to properly remix something, you should be starting from scratch and just using the ideas/melody from the original track
