The one thing about soft-synths is that they are only as good as the sound card being used to generate the tones. If you want "releasable" music get a kick ass card. As for the actual software - Vegas, Rebirth, Giga-sampler, Saw plus, Generator and other analog emulators are all good. You can create loops and single-shot samples with them. Then use Sound Forge, Wave Lab and Saw to edit them (make them cool). Once that is done you can use Giga sampler with Cubase to sequence it all together. Get lots of RAM and a great card (ie Event) and go for it.
