the "motion" is created when the brain interprets the signals from the eyes, if you manage to keep your eye completely still, no movement is seen, but when you move your focus a bit to the right or left or whatever, the brain interprets the contrast that isnt exactly in your focus as movement, and this one has a lot of that sort of contrast...

Christ! You get the same effect if you look at the same point and move your head closer to the screen and then further away again. Weird!!

Very nice, one of the few optical illusions that I have not seen before.
I can't believe I'm seeing things that are not moving, spinning in my head. Should get my head fixed.
