Go with Bell. Seriously.
I used to have Rogers cable for quite a long time... around five years would be my guess. It used to be blazingly fast, but the speed slowly, but surely, deteriorated.
I switched to Bell Ultra. So it gets set up and the speed is much, much faster than my cable. I could go on a web page and not have to wait three and a half years for it to load.
But... and this is quite amusing, at least to me: It turns out that Bell gave my home not Ultra, or regular high speed, but the inexpensive version that's only a bit faster than dial-up.
So anyways, we switch to Ultra (for real this time), and the service would cut out every half an hour or so. Finally we figure out that my house is too far for Ultra... they really should have said this before! But we set up regular high speed and it works very very well; it's miles ahead of Cable.
Some points: Obviously there were some setup hitches with Sympatico, but I won't hold it against them because tech support was GREAT. Hold times were very short and the employees were patient and helpful as we tried to figure out the problems. Rogers/Shaw tech support is non-existant... hold times greater than an hour, and they aren't exactly helpful from my experiences. Also note that cable is not as slow as it was for me in all areas... but it is a possibility, and a risk I would not be willing to take if I were getting a new service.
