for a free vst: Muon Atom
It is the closest you can get with freeware.

However, for the best VST TB303 sound, buy the audiorealism Bassline synth. It's a very VERY! good emulation of the TB-303

REBIRTH...... ain't exactly vst but you can rewire thru cubase... best emulation and also accurate programming interface

Audiorealism puts Rebirth to shame. Better accents, better tone, better distortion... better everything. and it's a vst - you can use it in pattern mode (exactly like the real thing) or play it through your midi controller...

Yeah man, you gotto check it out. I'll be ordering my copy soon. Even Kai Tracid is using it. Its not as limited as Rebirth was. I was a rebirth man too untill I heard this thing squeel. Have a listen to the Tracid audio demo on the site.
