Yes but there is a difference in the motivations of the two men ... Sharon interests and actions lie in what is best for his people. He personally has nothing to gain from his actions, misguided or not, other than what he believes will be for the betterment of his people. Arafat's actions however are more self-motivated as evidenced by his continual consolidation of power, regardless of the effect that has on his people, and the continual propogation of his corrupt administration (and his own personal corruption in theft from NGO groups) which has a definitive negative impact on the Palestinian people. So unless Arafat believes that by making himself richer he somehow makes the Palestinians richer, I would make that distinction.
