Basically, you hit it with the drumsticks, but you have a pedal (which you control with the foot) that can open or close the hihat. Open means there is a space between them, so they "ring freely". If it's closed, the two cymbals touch each other, so the resonation gets dampened, and you get a very short sound.
Of course, this comes from an accoustic drumkit, but can be recreated electronically.
For the über noobs among you, it's the "tss" sound. In trance for example it's used pretty much all the time offbeat (between two beats).
