In the UK, Neon tubes under cars are illegal for road use, but u can have them fixed to the car and not switched on, u can turn them on when parked up or in a car park or a show.
And I have green Neon's under my car, a Honda Civic btw, it also has neons in the Sub box.
It has strobes in the headlights too. i converted the civic headlights to the new BMW headlights, the ones that have the side light as a circle around the main lights.
looks pretty trick.
i will post pics of the car once its finished.
its being stripped at the minute to be resprayed and have the body kit fitted.
