Yes, but you're missing the point TranceScend.
It's not about censoring people, or telling what they can and can't post about, it's about getting them to help themselves and everyone else.
The first rule will help to avoid all these useless posts that continue to crop up despite Swamper's sticky thread trying to dissuade people from starting them/contributing them (if you don't respond in a thread that you find to be stupid or useless, then people will be less likely to post them in the first place, because if no-one's replying to them people will be less inclined to post them).
The second rule is to allow us to know what the topic's about, which, I imagine, is the whole point of having topic headings. Also, if you have a title that has some relevance to the post inside, you're more likely to attract the help you're looking for.
The last one prevents people from clogging up the forum with posts used simply to bump up their post tally, which is something I certainly find useless.
