Couple of possibilities. One might be that they are records that the retailer has in stock that haven't sold, and are discounted in order to move them off the shelves. Better to make a reduced margin or break even than to just have something sit forever.
That said, the term backstock is usually used in the record industry for tracks that a record label has had in stock previously (i.e. still has SKUs for), and that may be available for shipment, but are not guaranteed in any quantity. For example I had a few Nebula backstocks come in for me a couple of weeks ago, all of them being approx 3 years old or so, that were either still kicking around or had been repressed.
